Most do, I have quite a few students who are in a private international school now, and then applying for ones in various states. To really learn a language, being in an American environment with day to day interactions in an American way would definitely bolster their English. They would learn a different culture, maybe even a few since the diversity would bring a few cultures to the learning table. I have one jr high kid coming to me 4x a week, preparing for the TOEFL exam, and he’s only in jr. high. It’s pretty amazing how much these kids study. I know a lot of Americans who couldn’t pass the TOEFL exam. All the kids who are moving to the U.S. are pretty well off, where they live in nice homes and their parents are all driving foreign high end luxury cars. A few have gone to Australia, the UK, and Canada too. Most of the past students have gone to the US though.

I would just add that what makes Korea different from other countries is that it’s not just the rich and/or elite of Korea that send their kids overseas for education, but many middle-class Korean families, who really cannot afford to so should not, do.
This means the parents making more sacrifice in their lives in Korea, even more so than usual.
In fact, I would argue that a majority of Koreans who study overseas are NOT the rich/elite, but have middle-class familiies supporting them.
